Lowering Unique/Set/Rare and UniqueMin/SetMin/RareMin values increases odds of a given item being of this rarity. In the first one you can affect the overall ratio of unique/set/rare/magic/normal items. You want to focus on itemratio.txt and treasureclassex.txt files.
I only meddled with drop rates, I can do a lot more but this was the only thing I wanted to change so this is what I will describe below.
